How do you rearrange bonds and lone pairs to make structure stable if their formula charge doesn’t equal the one on the formula?

You need to introduce some kind of trickery and manipulation in order to make it work, for example introducing a double bond or keep shifting it.

You could try changing the positions of the atoms around the central atom as well as trying out double and triple bonds.
