Do all compounds have Van der Waals forces? And why is that?

All compounds can have an instantaneous dipole moment (even ions) meaning that London Forces exist for all compounds.

London forces are created when there are slight e density fluctuations and these are just in all compounds

Yes, because all molecules have electrons and these electrons can congregate by chance.

Yes, all molecules have London Dispersion forces since all of them have electrons

Yes, there are electrons in every atom and these cause these forces

Yes, because electrons can fluctuate in all atoms.
