Does the VSEPR theory account for electron pair repulsion in as well as lone and bonded pairs?

Yes, the VSEPR theory considers both lone pairs and bonded pairs of electrons. It explains that all electron pairs, whether they're bonded or lone, will arrange themselves to reduce repulsion. However, Lone pairs cause more repulsion because they stay closer to the central atom.
