is it that when there are three bonds and a lone pair on the central atom it forms trigonal pyramidal structure?

Even if there are three bonds and no lone pair, it is still considered trigonal pyramidal, when we are talking about molecular geometry.

Yes, three bonds and a lone pair of electrons on the central atom results in a trigonal pyramidal shape. However, in response to the above comment, three bonding pairs with no lone pair is trigonal planar, not trigonal pyramidal.

Trigonal pyramidal is three bonding pairs and one lone pair.
