Shape vs. Electron Arrangement

I'm a little confused about the difference between shape and electron arrangement. I know that the shape of the molecule only depends on the bonds/locations of the atoms, and the electron arrangement accounts for lone pairs, but I'm confused about why both types of models are needed.

I'm not sure if this helps that much but when determining the shape of a molecule it is helpful to first plot out its electron arrangement to serve as a starting point. From the electron arrangement you can infer the shape.

The molecular shape depends on only the location of atoms, while the electron arrangement is determined by both atoms and lone pairs. The molecular shape is determined by the electron arrangement. When you want to find out the molecular shape, first find the electron arrangement and then take out the lone pairs.
