Regions of electron density
Does a lone pair count as a region of e-density when determining the shape?

Yes, lone pairs count as regions of electron density! An unpaired electron also counts as a single region of electron density.

Lone pairs and bonding pairs both count as regions of electron density. Lone pairs help determine the shape when you take electron repulsion into account and will also enable you to calculate the bond angles.
