For a radical Lewis structure, how do we know where to put the one electron?

I think the one electron should be put on the less electronegative atom (central atom) because the more electronegative one will be more attractive to electrons and have its octet filled

I hope I should have known that earlier or the points will not be lost. This is an important concept and it might be in the final again.
