4.25 (b)- Polarity

I don't understand why CCl4 is polar? I thought when the central atom doesn't have lone pairs it is considered non-polar? Thank you !

The bonds between the C and Cl are polar because there is a large dipole due to the difference in electronegativity, but the molecule itself is nonpolar.

The solutions manual says that 4.25b is nonpolar.
