Lewis Structure and Molecular Shape

I am also overall confused on why these two topics focus on VALENCE electrons, is it because valence electrons are the only ones pertaining to bonding?

Yes. Since VSEPR is valence shell electron pair repulsion, only valence shell electrons determine shape by electron pair repulsion around the molecules central atom.

No valence electrons are the only electrons that participate in bonding and therefore determine the overall molecular shape
