Why do lone pairs have a more strongly repelling effect then electrons in bonds?

They are held tighter when they are in a bond because they are between two atoms, when they are lone pairs they are only attached to one atom and can spread out more

Lone pairs lie further from the central atom than bonding pairs, which are more attracted to the positive nuclei of that central atom. As such, the lone pairs are closer to each other than a lone-bonding or bonding-bonding pair and thus, experience the greatest repulsion. This in turn allows them to spread out more, taking up more "bonding space".
