How do we know there are different bond angles for SOCl2 and how can we expect the values of these bonds?

There aren't different bond angles, all the angles are the same. You just have to memorize the general rules for the specifics of each shape and apply it to the various molecules that follow that structure.

You can just do it by calculating how many bonded electron pair that S has and how many lone pairs it has and see what category of geometry structure that it falls into and you will remember the bond angle.
