For these problems, should we be able to derive the answer by just looking at it or do we have to draw out all the different lewis structures?

You should draw the lewis structures to get a better understanding of what you are looking for.

Drawing the lewis structure is good as a first step to solving the problem because it allows you to visualize the possible positions for the atoms and lone pair electrons.
