(Polar molecules, Non-polar molecules, etc.)

For A, it asks if the molecule CH2Cl2 is polar or non polar based on the Lewis structure. The answer manual has the Cl and H atoms around the central carbon which I understand... but how do you tell if when making the bond pairs off of the central carbon if the chlorines are on opposite sides of the carbon and the H atoms are on the opposite sides as well. Or if the chlorines are next to each other and the hydrogens next to each other? Because if they are opposite of one another wouldn't that make it non polar... but if they are next to each other the molecule would be polar.
It has to do with the periodic trends and how they affect bonding. Chlorine has a stronger electron affinity than hydrogen, therefore, will be unbalanced and have a charge if both chlorines or both hydrogens are on the same side. However, if they are equally distributed so is the charge.
