"a) what is the shape of the CLO2+ ion?"
Can someone help me clarify this question? Is it asking to draw the shape or do I just name it. The shape is trigonal planar bent.
How do I find the actual bond angle? All I know is that it is less than 120.

From what you posted, I think that it's just asking for the name. We don't need to know exact bond angles that are less than the norm, so just saying less than 120 degrees is fine for HW.

It is only asking for the shape or molecular geometry, not the arrangement of electrons, so you would only need to say that it is angular or bent.
