Polar vs Nonpolar for CH2Cl2

Why is CH2Cl2 polar?

Don't the dipole moments for the two C-Cl bonds cancel out?

CH2Cl2 may appear nonpolar from the Lewis structure, but since its VSEPR structure is tetrahedral, the Cl dipole moments do not cancel each other.

Since the structure is tetrahedral, the overall dipoles do not cancel.
