If you mean one central atom connected to two other atoms, the VSEPR would be AX2E. That means there are 3 regions of electron density, including the lone pair that you specified. However, if you mean 3 atoms by one central atom connected to 3 atoms with a lone pair on the central atom, then the structure would indeed be AX3E like you specified.
If there is a central atom that the three atoms and the one lone pair is attached to, then the VSEPR formula would be AX3E. A is the central atom, X3 represents three atoms attached to the central atom, and E represents the one lone pair attached to the central atom.
