does the lewis structure of ClO2- have doubles bonds or only single bonds? because to minimize formal charge, there should be one double bond between one Cl and the O, but I've heard Cl doesn't form double bonds??

There should be a double bond between on Cl and O because the overall charge is -1 so the single bond between Cl and O would be -1 for O. Cl formal charge zero and the double bond for Cl and O would have a formal charge of zero for O. O is electronegative so it would want the -1 charge.

The lewis structure of ClO2- would look like O=Cl-O, where the last O would have a negative charge

A single bond to an oxygen will result in a formal charge of 1- for the oxygen. From the fact the molecule has a charge, we can conclude that one of the Cl bonds to oxygen will be a single bond. The other must be a double bond.

Cl can form double bonds due to the presence of d orbitals. The electronic configuration is an expanded octet
