2E 7 7th edition

Is the answer book wrong on this problem? I got the VSEPR shape to be AX2E but the book says it that is trigonal pyramidal. Shouldn't it be bent?

The answer book is correct. The formula should be AX3E as there are three atoms bonded to the central atom, one oxygen atom and two chlorine atoms.
