2014 Midterm question 7. Structure of HCLO3

This question asks for the structure of HCLO3, chloric acid.

If I try to draw the structure using formal charge rules, I can end up writing CL double bonded with 3 O atoms, and single bonded to a H atom. I know this is the wrong structure.

The correct structure calls for the H to be bonded to an O atom instead. How can I figure this out if I have no prior knowledge of the correct structure of chloric acid?

Most acids have an -OH branching off of them. I think that is the only clue that would give you the right structure.
