what make the difference between the trigonal bipyramidal and seesaw shape?

Trigonal bipyramidal shapes and seesaw shapes have the same number of regions of electron density: 5. For example, PCl5 and SF4 both have the electron shape of trigonal bipyramidal as they both have 5 regions of electron density. However, PCl5 has no lone pairs and SF4 does have one lone pair. This difference in the number of lone pairs makes the two molecules differ in molecular shape. PCl5 would have the molecular shape of trigonal bipyramidal and SF4 would have the molecular shape of see-saw.
