How do you determine repulsion strength and finding the least amount of repulsion when given a structure?

In order of most repulsion strength to least repulsion strength according to the VSEPR model, the order is lone pair-lone pair > Lone pair-bonding pair > Bonding pair-bonding pair.

Bonding pairs have least repulsion, then lone pairs with bonding pairs, and lone pairs with each other have the highest repulsion.

Yes and this knowledge also helps to determine the size of the angle made by the bonds.

lone pairs have the highest repulsion, then lone-bonding, and bonding-bonding have the lowest repulsion

The strength of repulsion is as follows: lone pair-lone pair>lone pair- bonding pair> bonding pair- bonding pair. This allows us to conclude that lone pairs have the highest repulsion and therefore affect the bond angles, usually resulting in a slight decrease in the angles overall.
