A bond is polar if its difference in electronegativity is between 0.4 and 2. If the electronegativity between the two molecules is less than 0.4 then the molecule is considered non polar. You can usually tell whether or not a bond is polar by seeing how far apart the two elements are on the periodic table.

In a covalent bond, the electrons are not equally shared causing there to be a negative charge in the atom with the closer e- pair and then the other atom having a positive charge induced by the negative charge. The bond is polar if the charges of the molecules to not cancel out (H20). A bond is nonpolar when the charges cancel each other out (BeCl2).

Polar bonds are usually between atoms with pretty different electronegativities (like H -- O), while nonpolar bonds are between atoms with similar electronegativities (like O--O or like C -- H).
