Polar VSEPR's

Do specific atoms always have the same electronegativity and therefore pull on any atom with the same force? Like say for example there is a CO2 molecule, would the pull of the oxygens be equal on both sides, making it non polar?

Yes, all O atoms have the same electronegativity. CO2 is considered nonpolar.
