what do we look for to determine if a dipole dipole is stronger than another dipole dipole force

I think you compare the sizes of the molecules if they have the same forces.

You might look at the sizes and the electronegativity differences

A smaller molecule has stronger dipole dipole forces

Larger molecules i.e. Iodine will have a larger dipole moment

I would also look at the difference in electronegativity, which I believe would also help determine the strength.
