Pi bond

Since a double bond consists of one sigma bond and one pi bond, does that mean a double bond does not allow atoms to rotate?

Yes, if you tried to rotate a molecule along its double bond, the pi bond would break. This would only occur during a chemical reaction. You can only rotate molecules along their sigma bonds since doing this would not break the bond.

Yes! When there is a Pi bond involved, the atoms are not able to rotate

Yes because the double bond does not allow rotation as it would break.

Yes. Any time pi bonds are involved the molecule cannot rotate. The same is true for triple bonds (which hold two pi bonds).
