Lewis Structure of HClO3

Why does lowest energy Lewis structure for HClO3 have the Hydrogen atom bonded to one of the Oxygen atoms instead of the central Chlorine atom?

Hydrogen, in general, always goes on the outside. Plus HClO3 is an oxoacid, meaning that hydrogens are always bonded to the oxygens.
