Textbook 2.63

I understand that the shape for O (angle b) is bent because it has 2 lone pairs and 2 bonding pairs, however, the textbook says that the bond angle is around 109.5 however, since there are 2 lone pairs involved wouldn't it be less than 109.5?

I think that it would be less than 109.5 as well, but I think that because the question asks to estimate the bond angles, putting 109.5 is good enough because it is close to the true bond angle, which is around 109.5 due to the four regions of electron density giving it a tetrahedral arrangement and a bent shape.
