Do all atoms have hybrid orbitals within a molecule?

I'm also not sure but I was looking at my notes and perhaps it is only the atoms that have both s and p shells full. We need to also consider that the number of hybrids orbitals are simply the regions od electron density.

Regarding the hybrid orbitals, I was wondering what determines if it is written as sp3 or sp2. What are we supposed to look at when deciding what number to use, I'm a bit confused.

I had another question when it comes to hybridization and counting how many bonds we have do lone pairs affect it? In the homework for that section, I remember there was one example where only 3 bonds were created but the answer was sp3 instead of sp2. That's why I'm guessing that something in the lone pairs probably affected the hybridization.
