Is a linear structure considered sp^2?

It depends. Different numbers of lone pairs can change the hybridization of the central atom but not change the shape. For example, a linear geometry can have 0 or 3 lone pairs.

depends because hybridization only determines electron arrangement on the central atom

Yes, an AX2E would be a liner structure, but you should also know that there are other VSEPR structures that translate to liner, for example AX2E3.
