What does it mean when an electron is promoted?

For an electron to be promoted, it means that the electron is being excited and moved to the next higher orbital.

This is where the basis of hybridization comes about, as when you draw the electron configuration for C it has 2 unpairs electrons, but it pairs with 4 electrons, so the electrons in the S shell are promoted to the SP^3 hybridization to get 4 unpaired electrons.

electron is promoted when it absorbs a photon to jump from a low energy level orbital to a higher energy level orbital

It means its moving to a higher orbital level.

an electron being promoted means that it is excited which means that it moves to a higher energy orbital

Electron promotion occurs when an electron is excited (absorbs energy from a photon) and jumps to a higher energy level.

"promoted" is just another way of saying an electron has been excited to a new energy level!
