Tetravalence of Carbon

How is carbon tetravalent? Also, how does this relate to promotion energy?

Carbon is tetravalent because it can form 4 bonds with atoms.

Carbon has 4 valence electrons meaning that it would need 4 electrons to complete its octet so it tends to form 4 bonds

In the periodic table, Carbon has 4 valence electrons and Tetravalent is having 4 valence electrons.
