If a molecule has a hybridization of sp3, does it automatically have the one below it(sp2) as well?

It is not guaranteed, as the hybridizations a molecule has are determined by those of its atoms. An example where a molecule with sp3 hybridization does not have sp2 is H2O. The oxygen has sp3 hybridization, but the hydrogens do not have sp2, and therefore this confirms that having sp3 cannot guarantee sp2
