If for example A=X, would the Pi bond be rotatable considering even though its a Pi bond, the initial bond is sigma?

If for example A=X, would the Pi bond be rotatable considering even though its a Pi bond, the initial bond is sigma?

In unsure if im interpreting it correctly but if sigma bonds can rotate does that mean even a Pi bond, which coexists with a sigma bond, has some rotating characteristics?

I believe that if it has a pi bond it means it can't rotate since all pi bonds have an initial sigma bond. I think that the bond if it is a double or triple bond, because it has at least one pi bond means it can't rotate even if there is a sigma bond.
