Resonance structures represent parts of the actual structure of the compound which is a blend of all the resonance structures. This means that if a structure has resonance where a bond could be single or double then the bond order of that bond is in between 1 and 2. For example, the nitrate ion has resonance where any one of the N-O bonds can be drawn as a double bond. This means that the bond order of these is actually 1.33 because they are fully single or double, they are a mix.
