Order of Filling and Removing Electrons in M.O. Diagrams

What is the correct order to fill an M.O. diagram for atoms with total electrons less that 8 and more than 8? Also, if there is a homonuclear compound, then the M.O. is symmetric on both sides, and you would follow the order to fill as given, but what changes when it is a heteronuclear compound, and what does electronegativity have to do with it? Also, for compounds with charges, how do you know the correct orbital to add or remove electrons from?

When the z<8 and if the M.O. is heteronuclear, the order is placed as such:
sigma, anti bonding sigma, pi bonds, sigma, pi anti bonds, and then sigma anti bonds

for z>8:
sigma, sigma antibond, sigma, pi, pi antibond, sigma.

if there is a heteronuclear compound the one that is more electronegative is placed at a slightly lower energy than the other atom.
For compounds with charges, it doesn’t matter which atom you take/add from, just make sure you add or subtract from the highest energy level.
