Heteronuclear Diatomic Molecules

In a molecular orbital diagram for a heteronuclear diatomic molecule that has 1 element from groups 13-15 and another element from groups 16-18, what template must be used? Should the pi 2p orbitals have a lower energy than the sigma 2p or is it vice versa? For example, [BO]-

I think the rule is that for Z<8, the pi orbitals are lower in energy than the sigma orbitals, but for Z greater than or equal to 8, the pi orbitals are higher in energy than the sigma orbitals.

Would we need to know how to draw MO diagrams for heteronuclear diatomic molecules that are not in the same period (i.e. NaF)?
