"Based on their valence-shell electron configurations, which of the following species would you expect to have the lowest ionization energy : a) c2+, b) c2, c) c2-?"

How does the valence shell electron configuration of a,b, and c determine the ionization energy?

The higher valence shell, the lower the ionization energy. This is because the more inner shells there are, the more the valence electrons get shielded from the electrostatic attraction of the nucleus. Electrons close to the nucleus have a higher ionization energy than electrons further away.

The one with negative charge would have the lowest ionization energy because it gain one additional electron which is easy to lose. And the one with positive charge would have the highest ionization energy because it has already lost electrons to get octet structure and it is hard for it to lose one more electron.
