Determine where sigma and pi bonds go in diagram

If you have an atom that has less than 8 protons and an atom with more than 8, how do you determine where the sigma and pi bonds go in the diagram? Which one trumps the other?

Please remember to check whether your question has already been answered before you post it, as this question has already been asked and answered. If you have one atom with Z<8 and another with Z>8, you go with the configuration for Z<8.
