Question: The book names [CoBr(NH3)5] SO4 as pentaamminebromidocobalt (II) Sulfate. Since sulfate is 2- charged, NH3 is neutral and Br is 1- charged, shouldn't the oxidation number of cobalt be 3 rather than 2?

Answer: Yes. You may find small mistakes as this throughout the book and it is good sign to notice these errors.

How does one deduce that the "bromo" will be "bromide" in the compound's name (pentaamminebromidocobalt (III) Sulfate)?

In the answer posted above they are using the "old" name for bromine as a ligand, but both bromo and bromido work for use in naming ligands. You would know to use either one simply because Br is found within the coordination sphere, or inside the brackets.
