I understand that the Tm cation name is the roman numeral but how do you decipher what roman numeral you write? Basically, how do you figure out what the Tm cation name is?

The roman numeral comes from the oxidation state of the transition metal.

If you know the charges of the other ligands or anions, and the overall charge of the molecule, you can figure out the oxidation state of the transition metal because it must add up to the overall charge.
