Coordination Compound Charges
For coordination compounds like in question 9C3 (Use the information in Table 9C.1 to write the formula for each of the following coordination compounds: (a) potassiumhexacyanidochromate(III) (b) pentaamminesulfatocobalt(III)chloride (c) tetraamminediaquacobalt(III) bromide (d) sodiumbisoxalato(diaqua)ferrate(III)), do we always want the overall charge to be neutral?

For these sets of problems, yes we want their overall charge to be neutral. Just remember that the coordination compound/ligands must have a charge opposite to the "outside" ion.
