[Pt(en)2Cl2]Cl2 is a coordination compound and coordination compounds are neutral. Because chloride has a charge of -1 and there are 2 in the compound, we can conclude that the complex ion [Pt(en)2Cl2] has an overall charge of +2. The oxidation number of platinum would be +4 because, as previously stated, chloride has a charge of -1 and there are 2 in the complex ion. It seems like the question might have been asking to figure out the charge of the metal cation rather than the whole complex ion (if the answer stated is 4). You can figure out the oxidation number of metal atoms using this formula:
x(# of metal atom) + Σ(# of ligand)(charge of ligand) = overall charge of the complex ion
x = oxidation number (charge) of metal atom
x(# of metal atom) + Σ(# of ligand)(charge of ligand) = overall charge of the complex ion
x = oxidation number (charge) of metal atom

Each Cl inside the bracket is one negative. But also there are 2 Cl, each one negative, for a combination of -4. So, Pt must have an oxidation number of 4 for the total complex to be neutral.
