When do we use the prefixes bis-, tris-, tetrakis-, etc.?

You use those when the ligand already contains a prefix (for example, (en)), is a polydentate, or it starts with a vowel.

Just to clarify, we only use prefixes for whats inside the brackets and not on the cation or anion outside the brackets correct?

Yes you would only use it for the atoms that are inside the brackets in a complex.

use these when the ligand already has a prefix of bi- tri- tetra- etc.

You would use those when the ligand already has a prefix so for example en has a prefix already so if it was (en)2 it would be bisethylenediamine.

When the ligand already has a prefix, including polydentate ligands, you would use those prefixes.
