Where are they located on the periodic table?

Cations are usually referring to the elements that form positive ions in groups 1 & 2. Anions are usually the ions with a negative charge, located in groups 5,6,&7. However, based on the context of the molecule/ion they are located in, transition metals (groups 3-12) can form cations with variant charges. Usually for coordinating compounds, look at the overall charge, and then determine the charge for the transition metal to allow the overall ion to meet that charge. In the homework, most charges for the transition metals range from I-III. Hope this helped.
