Hypervalent Compounds

How do we know when the central molecule of a hyper-valent compound (P, S, or Cl) will gain an extra set of electrons instead of just becoming a more electronegative compound?

You know the molecule will gain an extra set of electrons expanding the valence shell bigger than the normal 8 in a typical compound. A larger atomic size, multiple bonds, and electronegativity can all influence a hypervalent compound.
