Chapter 4 Hw , 4.15A

If CF3Cl= AX4, why is the bond angle 109.5 degrees and not 90 degrees?

The molecule is not going to be just 2D. The 3D structure would be a tetrahedral which would give bond angles of about 109.5 degrees.
