The easiest way to determine how many ligands are bounded to any central atom is by looking at the Lewis structure, I always do this first. Even if the problem does not ask for it. Another helpful thing is that when a chemical formula has a subscript that usually means that it will be directly bounded to the central atom. Hope this helps!
