Are all polydentates considered to be chelating ligands?

Yes polydentates are considered to be chelating ligands. An example would be the porphyrin ligand.

Yes, all polydentate ligands bind to the central atom at multiple sites and can form a loop/ring which includes the central atom.

Yep, in order to be a chelate, a ligand must be polydenate so they are more or less interchangeable terms.

Yes, because the polydentates have multiple binding sites, they are able to form a "claw" or loop around the metal cation.
