can someone help further explain what it means when a ligand is chelating?

A ligand is chelating when it forms a ring with the metal central atom inside. A ligand can be chelating if it is a polydentate where the atoms that can bind are oriented in a way that lets it forms bonds in a shape that is part of a circle.

Would you have to draw this out or is there a way to determine this by looking at a formula?

You can look for it in a formula. For example, NH2NH2. There is an anion nitrogen followed by two spacer ions Hydrogen and Hydrogen and then the next nitrogen creating a ring structure.
