how do you use the concentrations to see what is more thermodynamically favored?

Because Cl2 and F2 are the reactants in each experiment, the more stable gas would be the one with the smaller equilibrium constant (reaction favors the reactants). The more stable the gas, the less likely it is to dissociate.
